Haugesund International Conference on Maritime Security, Naval Warfare, and the Law of the Sea

In a world marked by unpredictability, ongoing conflicts and heightened tensions also in our region, the Western University of Applied Science, Haugesund Campus, invites you to delve into knowledge sharing and meet international experts at the Haugesund International Conference on Maritime Security, Naval Warfare, and the Law of the Sea.

The conference will facilitate dynamic interactions involving various official and private stakeholders and international experts in the field of maritime security and naval warfare. Notable presenters include Professor Fausto Pocar, Lt. General (ret.) Morten Haga Lunde and Commodore Kjell-Knut, Aabrek, Second in Command and Chief of Staff, The Royal Norwegian Navy.

Thematically the conference will explore facets of maritime security, naval warfare, and the Law of the Sea – spanning times of peace, crises and war.

The backdrop of this conference is cast against the sobering realities of current situations like the war in Ukraine, the conflict in the Red Sea, the attack on the Nord Stream pipelines in the Baltic Sea, and the following increased presence and readiness of naval forces in the waters outside Haugesund.

We take pride in announcing the participation of a distinguished group of international legal and naval experts who will convene in Haugesund to further the ongoing revision of the esteemed San Remo Manual on International Law Applicable to Armed Conflicts at Sea during the week.

Originally published in 1994, the San Remo Manual stands as an authoritative and influential codification of customary international law. It serves as an integration of existing legal standards for naval warfare and is a crucial point of reference globally for States, the judiciary, academia, and other vested interests in the field of naval warfare. In 2019, a group of legal experts initiated a necessary revision of the Manual, taking into account new State practices, Case Law, and legal instruments. The revised San Remo Manual is scheduled for publication in 2025/2026.
