The ‘Competence for quality’ (KFK) in-service programme has been initiated and promoted by the Norwegian authorities as a central tool in developing and improving teacher competence. English constitutes one key element in this programme, partly because of its importance as a school subject and partly because a majority of teachers in the English classroom in primary school do not have any formal qualifications in the subject. Approximately 15 university colleges offer KFK courses in English. These courses also constitute an important part of the activities in the English section at Bergen University College and, with the continuing expansion of the ‘Competence for Quality’ programme, will continue to do so for the foreseeable future. It is therefore of importance to assess the content and form of the courses we run in order to improve their quality. This project aims to explore the KFK courses’ effects on teacher competence, knowledge, skills and attitudes seen from the point of view of the participants themselves. The project will investigate whether the courses meet with their expectations, and whether they see them as relevant to their professional practice as EFL teachers and as an incentive to change that practice in specific ways.
