NORHED

The Norwegian Programme for Capacity Building in Higher Education and Research for Development (NORHED) seeks to strengthen the education and research capacity of higher education institutions in low and middle income countries in the Global South.

NORHED is managed by the Norwegian Agency for Development Cooperation (Norad). The programme is structured into thematic sub programmes that align with key priorities in Norwegian development policy and the objectives of the 2030 Agenda for Sustainable Development.

Priority is given to partner countries in Norway’s development policy, with a particular focus on sub-Saharan Africa. Regional South–South collaboration is strongly encouraged.

The call for proposals under NORHED III is expected to be published in spring 2026. NORHED projects have previously been coordinated by Norwegian universities. A key change planned for NORHED III is a shift in coordination responsibility to universities in the Global South.

In preparation for the NORHED III call, HVL is seeking to establish new partnerships with institutions in the Global South within our academic and thematic areas

How to cooperate with HVL in NORHED III?

Project cooperation in NORHED is based on shared academic interests and identified needs to strengthen the capacity of higher education institutions in the global south. HVL is committed to expand our knowledge cooperation, contribute to capacity development and addressing societal challenges.
