FØS8123 Municipal Financial Management - Business and financial management

Course description for academic year 2024/2025

Contents and structure

The course is the third in a series of four courses within the management of resources in the public sector. The course can be taken individually, or as part of a package that gives a total of 10 credits. The four courses included in the course series are:

  • municipal accounting and budget understanding (2.5 credits)
  • Understanding of KOSTRA and service analyzes (2.5 credits)
  • Business and financial management (2.5 credits)
  • Public procurement (2.5 credits)

The course series will provide a good introduction to how to use the resources you have available in the best possible way, that is, how to get the most and best possible services out of every kroner.

This third course "Business and financial management" will give the participants a basic understanding of financial management in various municipal units. Many businesses find that the demands from politicians and the expectations from users are high. At the same time, resources are limited. Clear priorities and good management are important to achieve good quality of services and to use resources effectively. To achieve this, you must have good information about your own resource use. The main topics in the course are the following:

  • General about financial management
  • The accounts' purpose, users and quality requirements
  • Up-to-date certification and registration in the accounts
  • Salary and pension
  • VAT and VAT compensation
  • Income and cash registers

Learning Outcome

After completing the course, the participants shall have the following abilities:

  • Have knowledge of the prerequisites and purpose of analyzing the use of resources for your own business.
  • Understand daily financial management for your own business.
  • Understand and be able to use accounting reports for financial management in your own business.

Teaching methods

The implementation of the course consists of the following activities:

  • Digital Startup meeting (online)
  • Preparation for assembly - familiarize yourself with the syllabus and any other material provided.
  • Two days of gathering with other students/colleagues, lectures and group work.
  • Post-work - reflection, processing, submitting the exam

Assessment

10 days individual written home exam.

Grades: Bestått / Ikke bestått (passed / not passed).
