PL433 Introduction to spatial planning
Course description for academic year 2026/2027
Contents and structure
Planning is a tool for societal change and should contribute to sustainable development, coordination between levels of governance, and considerations between the use and conservation of interests. The subject provides an introduction to land use planning according to the norwegian Planning and Building Act, with an emphasis on understanding how various interests are balanced in planning processes and how plans serve as tools for public governance of land use.
The content of the subject includes:
- Political objectives and legal framework for planning
- Requirements for content and process of the municipal master plan's land use section (KPA) and local developments plans.
Learning Outcome
Knowledge
The student shall have basic knowledge of:
- the planning system and land use planning's role as a tool for societal change.
- how plans govern land use and set frameworks for private initiatives.
- the requirements for plan content, planning processes, and assessments for different planning levels.
- central issues in both municipal and private planning.
Skills
The student shall:
- be able to clarify plan status and understand the content of applicable plans, and interpret how this affects the use of a property or area.
- be able to explain central concepts within the subject.
- be able to find knowledge base and conduct coarse analyses to create professional input for planning processes.
- be able to understand risk and vulnerability analysis (ROS analysis) and impact assessments at the municipal planning level.
General Competence
The student shall:
- be able to read a map to understand the content of a plan.
- be able to participate in planning processes.
Entry requirements
No formal prerequisites.
Recommended previous knowledge
No prerequisites for previous knowledge.
Teaching methods
Lectures and exercises.
Compulsory learning activities
Group project (two to three persons group). Extract and interpret information from plans and planning processes in a study area of one's own choosing, and do simple analyes.
Coursework requirements must be approved in order to take the exam.
Assessment
Written examination under supervision, 4 hours.
Grading: A-F.
