Background: Limited resources in the municipalities' health and care sector make priorities necessary. We have explored how professional staff and mid-level managers in the sector experience the changing collaborative relationships in municipal health- and care service, due to recent health reforms priorities and how they deal with its consequences.

Method: Focus group interviews were conducted with employees in home care nursing, occupational and physiotherapy services/rehabilitation services, nursing homes and allocation offices in a large, medium, and small municipality, a total of 18 group interviews with 53 participants. The interviews became the subject of thematic content analysis and contextual discussion.
